The Bombshell Release
On June 19, 2026, outgoing Director of National Intelligence Tulsi Gabbard released a trove of newly declassified documents related to the origins of COVID-19. The documents, which Gabbard described as the result of a yearlong declassification review, include internal communications, whistleblower allegations, and intelligence materials.
“After years of lies, censorship, and cover-ups, the American people deserve transparency, truth, and accountability,” Gabbard said in a statement accompanying the release.
The ODNI alleged that the documents reveal links between U.S.-funded research, the Wuhan Institute of Virology, and actions by former top U.S. health official Dr. Anthony Fauci.
The Allegations Against Fauci
Lying to Congress
Gabbard alleged that Fauci “lied to Congress while under oath in 2024”. The ODNI claimed that some communications reviewed during the investigation conflict with statements Fauci made during his congressional testimony.
The agency specifically noted that Fauci was asked whether he had communicated with intelligence agencies regarding viral research connected to COVID-19 and replied, “not to my knowledge about COVID”. The newly released documents allegedly contradict that claim.
Influencing Intelligence Assessments
The ODNI alleged that Fauci, while serving as director of the National Institute of Allergy and Infectious Diseases (NIAID), participated in discussions related to intelligence reviews of COVID-19’s origins. He allegedly remained in contact with intelligence officials during key stages of the review process.
According to the ODNI, intelligence personnel sought guidance from scientific experts recommended by Fauci during a U.S. government review into the pandemic’s origins in 2021.
Funding Wuhan Lab Research
The ODNI further alleged that Fauci oversaw funding that supported coronavirus research involving bat viruses at the Wuhan Institute of Virology. The agency claimed this work involved gain-of-function research and described it as being “widely viewed” as linked to a potential laboratory-related origin of the pandemic.
Whistleblower Complaints
One communication cited by the ODNI referenced an August 2021 whistleblower complaint that alleged Fauci provided “false testimony to Congress related to the conduct of gain of function research at the National Institutes of Health”.
The ODNI also released whistleblower allegations suggesting that some intelligence analysts who expressed alternative views on the virus’ origins faced professional consequences, including marginalization, career setbacks, and pressure against dissenting views. Several of those allegations have been referred to the Intelligence Community Inspector General for review.
The documents also reference a May 2020 assessment prepared by Lawrence Livermore National Laboratory, which concluded that conditions existed in Wuhan for the accidental release of a laboratory-modified coronavirus and assigned equal weight to laboratory and natural-origin theories.
Fauci’s Response
Fauci has repeatedly denied accusations that he misled lawmakers or covered up the origins of COVID-19. During a congressional hearing in June 2024, he called such claims “preposterous”.
He has stated that both a natural spillover event and a laboratory accident remain plausible explanations for the virus’s emergence, although he believes the available scientific evidence leans toward natural transmission while remaining inconclusive.
No Definitive Conclusion
U.S. intelligence agencies have not reached a definitive conclusion on whether the virus originated from a laboratory or through natural transmission. Different agencies have previously reached different assessments with varying levels of confidence. The newly released documents have not been independently verified.
The Broader Context: A Year of Declassification
The release is the latest step in the Trump administration’s broader effort to re-examine decisions made during the pandemic. Gabbard’s Director’s Initiatives Group conducted the review from March 2025 to April 2026.
The documents were released on Gabbard’s final day as director of national intelligence, after she announced she would step down, with President Donald Trump appointing Bill Pulte as acting director.
